Citizenship by investment or golden visa? Choosing the right programme in five questions

Residence plans, budget, family, tax and exit strategy: we compare the two routes with a clear framework.

The question most often asked by investors seeking a second passport or long-term residence is whether to choose citizenship or a golden visa. The two routes differ in purpose, cost and outcome. For the right decision we recommend asking yourself five questions.

1. Will you really move?

A golden visa or investor residence (Greece, Portugal, the UAE) gives the right to live in the country and often has a partial residence requirement. Citizenship (Caribbean programmes, Türkiye) generally requires no move and gives you the country's passport. If you plan to move your life to a country, residence makes sense; if you only seek travel freedom and security, citizenship does.

2. What is your budget and what kind of investment do you want?

Caribbean citizenship programmes start with fund donations in the USD 200,000-250,000 range; this donation is not refundable. In real-estate-based residence programmes such as Greece or the UAE the investment amount may be higher (USD 270,000-545,000), but the investment stays with you as an asset, can earn rental income and can be sold. In Portugal €500,000 is invested in investment funds and performance depends on the success of the fund.

3. What is the family coverage?

Most Caribbean programmes cover a family of four for a single donation amount. The Greek golden visa covers the spouse, children under 21 and parents; the UAE covers spouse, children and domestic staff. If you wish to include elderly parents, check the age limits before applying.

4. Have you thought about the tax consequences?

A residence permit or citizenship does not mean tax residency, but staying more than 183 days in a country can create it. Double taxation treaties with Türkiye, foreign asset reporting and the status of your assets in Türkiye must be assessed with a tax adviser.

5. What is your exit strategy?

Real-estate and fund investments must be held for certain years (e.g. five). If market conditions worsen, selling can become hard. Because Caribbean donations are not refundable there is no exit strategy; however, you can use the passport for life and pass it down through generations.

A summary comparison

  • Citizenship: quick (3-6 months), no residence requirement, donation not refundable, passport for life.
  • Golden visa/residence: 1-15 months, right to live there, investment stays as an asset, renewal and holding requirements.

A decision timeline

We suggest making the decision in three steps: first narrow down to two or three programmes by budget and family structure, then check whether your source-of-funds documents are ready, and finally clarify tax and exit strategy with a specialist. These three steps usually take three to six weeks.

No programme gives an approval guarantee. Programmes and amounts may change. With the programme eligibility test you can see the route closest to your profile.
